Comic Life (comiclife.com) is a desktop publishing (DTP) software that lets you create comic strips or arrange photos into a scrapbook. It's a paid-for app that's available for both Mac and Windows users, and is very easy to use thanks to a simple drag-and-drop interface. Comic Life's website also has a section dedicated to using the tool in education, with advice and resources for teachers that are well worth a look.
